If you have a Reference Mesh, the painted attributes are read from the Reference Mesh. Otherwise from the Start Mesh.
Never from the Goal Mesh.

The reason why we read from the reference mesh is that for example in Tailored mode you can have a welded Start Mesh along with the flat panels Reference Mesh.
In that case, the number of points would be different between the welded and unwelded mesh as every seam from the welded mesh becomes two open edges in the panels.

But it can be a bit tricky to paint on the 2D flat panels and get your strokes right right for the 3D mesh.
One thing that can help see the applied paintmap in 3D on the Start Mesh is via the Physics Draw:


If you set it to Draw the Paint map of the respective attribute you can see it. Just make sure to reset the simulation and select the Cloth to see the Physics Draw.
